Congratulations to Toby Chang, Gweneth Felo, Kevin Phelan and Taylor Phelan DWPA 2024 Scholarship Winners

Toby Chang is a graduating senior at BASIS Charter School. His extracurricular and volunteer activities included: President of his school’s National Honor Society, President of the Associated Student Body at BASIS, Teen Researcher at The Launch Pad, Teen participant in Prescott Indivisible, Matforce Youth Council and the Governor’s Youth Commission. Toby has committed to attending Princeton University. His long term goal is to champion campaign reform because “my dream is to uplift every marginalized voice”.

Gweneth Felo is a graduating senior from Prescott High School. Her extracurricular and volunteer activities included: Volunteer with Friends of the Verde, Leadership in the Challenge Program, Tutoring at The Launch Pad Teen Center, National Honor Society, Volunteer for Arizona PBS and Volunteer for Children in the Woods. Gweneth has been accepted into the NAU Honors College where she will study education. Her goal is to pursue educational reform through community work, political action and classroom teaching - “I will be promoting the movement for change”.

Kevin Phelan is a graduating senior from Prescott High School. His extracurricular and community activities included: Research assistant in Early Learning Lab at UCSD, Student representative at PUSD Board, Volunteer in Early Childhood Learning at Yavapai College, Founder/Director of Soul Ride Adventures, PHS Mountain Bike Team and National Honor Society. Kevin made an early decision to attend Columbia University where he will study education. His goal is to reform education in order to help more learners - “I want to try and fix those issues”.

Taylor Phelan is a graduating senior at BASIS Charter School. Her extracurricular and community activities included: National Honor Society, Mock Trial Volunteer, Creative Writing Club Leader, Event Coordinator for Student Council, NHS Little Libraries Book and Prescott MLK Celebration Poetry Winner. She will be attending Brigham Young University Idaho. Taylor plans to be a writer, to use her knowledge and pen to make the world “listen to my words of peace and end wars”.


The Democratic Women of the Prescott Area (DWPA) offers $1,000 scholarships to high school seniors and current college students to be used for the upcoming academic year. Our goal is to encourage young people to become active contributors to our society working to make the future brighter for everyone. We offer at least one scholarship to a qualified DACA recipient.

To qualify, the applicant must be a senior attending public instruction within the Quad City Area (Prescott, Chino Valley, Prescott Valley, Dewey-Humboldt, Mayer), a graduate of the same for the most recent prior academic year, or a current college student. Scholarships are not gender or age based.
